P&Z Reviews Recreational Marijuana Regulations

Three years ago, the Planning & Zoning Commission debated regulations for medical marijuana dispensaries. Members received hundreds of emails and letters; public meetings were full.

More than a year later, Bluepoint Wellness opened at 1460 Post Road East.

As of July 1st, possession of cannabis has been legal in Connecticut. Adults 21 and older can carry up to 1.5 ounces and up to 5 ounces locked in their home or vehicle. Retail sales can begin in late 2022.

Recreational cannabis will be at least as controversial as medical marijuana.

Last month the P&Z held a televised working session to clarify any issues.

Next month, the commission will support a text change banning the cultivation, sale, storage and manufacture of cannabis products in Westport.

It includes a sunset determination – probably 18 or 24 months – during which the P&Z or the Representative Town Meeting could investigate what, if anything, should be allowed in Westport on a permanent basis.

“The Connecticut guidelines don’t give us much time to make up our minds right now,” said Danielle Dobin, chairwoman of P&Z.

“We don’t want to rush the conversation. We want to hear what the residents say and see what our twin cities do.

“However, the unintended consequence of not doing anything right now could potentially result in recreational sales, warehouses or cultivation facilities being opened beyond our control.

“Whatever happens to recreational cannabis, we want it to be intentional. Because of this, we will likely move quickly with a P&Z sponsored text change with a sunset determination. This will provide the necessary time for a real citywide talk before a permanent settlement is passed.

Lack of clear direction can also lead to lawsuits.

Many Westporters – including some who use marijuana – don’t want a recreational pharmacy in town. Others see economic benefits, similar to liquor stores.

The Connecticut door has opened. Whether or not Westport wants to get through will be a big question in the coming months.
